Armed Forces Not Subject to the State Are a Serious Security Threat
and the Khilafah State Does not Allow Their Existence

It came in the news that a military force consisting of about 12 vehicles of the Tatcher type, equipped with Dushka machine guns, and armed elements, besieged on Monday daytime 02/02/2026, the northern section, and the Headquarters of the Police of Khartoum State, and a number of police administrations in the area, demanding the release of two of their members, who had been brought on the charge of killing an investigations police officer in Goro Market, in the Mayo area, south of Khartoum, and they were released for fear of the occurrence of a catastrophe whose consequences would not be praiseworthy. This happens at a time when the government, incapable of applying the law, harnesses the security apparatuses, the police, and the public prosecution, for the sake of continuing to keep the Shabab of Hizb ut Tahrir in the city of Al-Obeid under police guard, and all their crime is the revival of the 105th anniversary of the demolition of the Khilafah (Caliphate), by carrying out an organized peaceful stand inside the Grand Mosque, which the worshippers in the mosque celebrated. It keeps these Shabab in prison, but it releases accused persons of killing a police officer when an armed movement twists the arm of the oppressive authority. So the media remains silent about the injustice against the carriers of the call, and describes the handing over of the accused to their criminal brothers as great wisdom!! Is there not among you a right-minded man?!

This event and other similar events that the media circulate come while the Chairman of the Sovereignty Council speaks about the state’s full support for the security plans of Khartoum State, and stresses the importance of enhancing the capabilities of the regular apparatuses working in securing the capital, through providing the latest technologies, and building the technical and training capabilities of the forces participating in maintaining security!!

Indeed, the principal security threat is the absence of the authority of Islam, where the Khalifah (Caliphate) of the Muslims Ali ibn Abi Talib, may Allah honor his face, stands together with a Jew from the general subjects before the judge who rules in favor of the Jew, and the Khalifah (caliph) of the Muslims complies. Then what is more severe and more bitter is the presence of armed forces over which the state has no authority, acting as if they are a state within a state. And sufficient is what was of the matter of allowing the presence of armed forces not subject to the authority of the state, what happened from the Rapid Support Forces (RSF), by whose atrocities the people were scorched, and still are. And the believer is not stung from the same hole twice. So the basis, and before talking about building the capabilities of the police and their training, is eliminating the roots of the principal security threat, and that is by returning to the authority of Islam which obligates dissolving all militias and forces that are not subject to the authority of the state and demobilizing them, or integrating them into the official forces of the state; otherwise these forces will be another RSF, doing to the people and their security what the RSF did.

Under the State of Islam; the Khilafah, Islam is applied so justice and fairness prevail among the citizens, and the multiplicity of armies is not permitted. It came in the draft constitution of the Khilafah State prepared by Hizb ut Tahrir the following:

“Article 66: The Army is a unified entity which has specific bases. However, it is necessary that some of these bases are placed in different provinces and others in strategic locations. Some of the bases should be permanently mobile fighting forces. These bases are organised in numerous groups, with each group being given a number as a name, such as the first Army, the third Army, or they can be named after a province or district.”

As for maintaining internal security, it came in Article 70: “The Department of Internal Security is responsible for everything related to security, and prevents anything that threatens the internal security. It protects the security of the land through the police, and does not resort to the Army except by the order of the Khalifah. The head of this department is called the Manager of Internal Security. This department has branches in the provinces, each of which is called Section of Internal Security and the head of the section is called the Police Chief, Sahib Al-Shurtah, in the province.”

Indeed, security is among the basic needs that the state must provide for the people, and the people will not find the desired security except under the State of Islam, which applies the rulings of Allah with justice upon all people, so the people of obedience and the carriers of the call are honored, and the people of disobedience from the criminals and the riffraff of the horizons are humiliated.

Has the time not come for you, O people of strength and protection, to give the nusrah to Hizb ut Tahrir so that it establishes the second Khilafah Rashidah (Rightly Guided Caliphate) on the method of the Prophethood, which provides for you the dignified worthy life, so that you carry goodness to the worlds?!

[يَا أَيُّهَا الَّذِينَ آمَنُواْ اسْتَجِيبُواْ لِلّهِ وَلِلرَّسُولِ إِذَا دَعَاكُم لِمَا يُحْيِيكُمْ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.” [Al-Anfal:24]
