‘July Reform Charter: A Grand Deception’:
Hizb ut Tahrir Denounces the Charter, and Urges Fundamental Political Alternative to the Failed Democracy
In response to the recent address by Chief Advisor Professor Yunus on the implementation of the July National Charter and the referendum on the constitutional reform proposals in the Charter, Hizb ut Tahrir / Wilayah Bangladesh issues a stark warning that the reform proposals and their implementation process are nothing more than a superficial measure that fails to address the root causes of Bangladesh's political crisis. It offers the illusion of change to preserve the essence of a failed democratic system. The Charter, which promises term limits, strengthened institutions, and checks and balances, is presented as the solution to decades of authoritarian rule. However, this framework merely perpetuates the same failed democratic system under a new guise. It argues that tinkering with a structure that has consistently allowed Western-backed elites to retain power - under BAKSAL, military rule, and so-called democratic regimes - is like rearranging deck chairs on the Titanic.
The July Charter, with its intricate plans for checks and balances and the balancing power between a president and a prime minister, exposes the inherent flaw of the democratic system itself. For example, how can unelected judges, whose power is derived from laws made by elected politicians, genuinely hold those politicians accountable? It is a circular farce. And if both the president and parliament are elected, their inevitable conflict of interest leads to the very gridlock and shutdowns we see in the model we are told to emulate: the United States.
Thus, Hizb ut Tahrir / Wilayah Bangladesh strongly urges sincere political factions of Bangladesh to break from this intellectual slavery and boldly explore a genuine alternative. They must find the courage to question the very validity of a system that has consistently failed us. Real change will not come from a new charter within the same broken framework, but from a fundamental re-imagining of a political order that truly serves the people, free from the deceptive shackles of a compromised democratic ideal. The people demanded real change after Hasina's fall, yet the solution on offer is a return to the same flawed democratic system that failed them. The politicians and intellectuals must ask themselves: after so much sacrifice, why seek answers in a system that has consistently betrayed us? Why the fear of challenging the West, the very powers that propped up Hasina's tyranny? They did not help us then; why should you follow their blueprint now? By limiting the debate to this broken model, they betray the blood and sweat of those who fought for true change. It is time to discuss the rightly guided Khilafah (Caliphate) system on the method of Prophethood. This is not a romantic ideal, but a practical and ready solution. Hizb ut Tahrir proclaims that it is fully prepared with a complete and detailed constitution for the Khilafah system based on Hukm Shariah. This system provides comprehensive policies for all aspects of governance, including the economy, justice, social welfare, national security, and foreign relations. Let us come together to bring about the true change under the rightly guided Khilafah, fulfilling the promise of Allah (swt) and His Messenger (saw), and defy the belligerent Western world-order that has only brought us oppression and misery.
