The city of Al-Fashir, the capital of North Darfur State, is witnessing a real humanitarian catastrophe, amid battles between the fighting parties, where dozens of civilians were killed during the past few days, while the residents suffer from a suffocating siege for more than a year, and deliberate starvation, in the shadow of suspicious international silence, while the United Nations confirmed the killing of at least 89 people in the clashes of the past days.

What is happening to our people in Al-Fashir, of killing, terrorizing, and starving, is indeed a forbidden matter in the law of Islam, and a crime that is unforgivable. And if the Rapid Support Forces (RSF) bear the sin, since they are the ones besieging the civilians, shelling them with their artillery, and preventing food and water from them, then the responsibility of the state is greater, as it is responsible for its subjects, for the saying of the Prophet (saw):

«وَالْإِمَامُ الَّذِي عَلَى النَّاسِ رَاعٍ وَهُوَ مَسْؤُولٌ عَنْ رَعِيَّتِهِ» “The Imam (ruler) is a guardian and is responsible for his subjects.” It is also responsible for providing food, shelter, and security. He (saw) said: «مَنْ أَصْبَحَ مِنْكُمْ آمِنًا فِي سِرْبِهِ، مُعَافًى فِي جَسَدِهِ، عِنْدَهُ قُوتُ يَوْمِهِ، فَكَأَنَّمَا حِيزَتْ لَهُ الدُّنْيَا»“Whoever among you wakes up secure in his property, healthy in his body, and he has his food for the day, it is as if the whole world were brought to him.”

Yet the state abandoned its responsibility and went on begging the UN and its organizations. Prime Minister Kamil Idris said that he asked the Security Council to use its legal authority to end the ongoing siege on Al-Fashir for more than 500 days, while he knows that the responsibility is his. Moreover, this United Nations had issued, through its Security Council, Resolution No. 2736 on June 13, 2024, with the support of 14 members and Russia’s abstention, where this Council adopted a resolution demanding that the RSF stop their siege of Al-Fashir, the capital of North Darfur State in Sudan, and called for an immediate cessation of fighting, de-escalation in Al-Fashir and its surroundings, and the withdrawal of all fighters who threaten the safety and security of civilians. This resolution has not been implemented despite more than a year passing since its issuance! What confirms that the party managing the war does not want this siege to end except with the fall of Al-Fashir, so that Darfur becomes entirely in the hand of the RSF and prepared for secession, according to what America wants, as it plans to tear Sudan into five mini-states, beginning with South Sudan.

The government must immediately push all its armies to break the siege of Al-Fashir, followed by convoys of food and medicine. This is what is obligated by the right of care in Sharia, and it is also what is required to thwart America’s plan to separate Darfur.

O our People in Sudan: The radical cure for all our tragedies in every part of our land, indeed the cure that uproots the roots of the kufar West from our lands, and foils the conspiracies of America and the colonial states seeking to tear Sudan apart, is the principle of Islam, applied by its State, the Khilafah upon the method of the Prophethood.

So, work with Hizb ut Tahrir to establish the second Khilafah Rashidah (rightly guided Caliphate) upon the method of the Prophethood, the obligation of your Lord and the source of your honor.

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا للهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered.” [Al-Anfal: 24]
