Statement by the Official Spokesperson of Hizb ut Tahrir in the Wilayah of Sudan
at the Press Conference Entitled: “America's Management of the Sudanese Crisis is Deepening the Wounds and Fragmenting the Country”

In a press statement by the Undersecretary of the Ministry of Foreign Affairs, Ambassador Muawiya Othman, following the visit of the Chairman of the Transitional Sovereignty Council and Commander of the Army, Lieutenant General Burhan, to Saudi Arabia, Muawiya said on Monday evening, 15/12/ 2025: “The President expressed his full appreciation for the determination of US President Donald Trump to engage in efforts to achieve peace and end the war in the country, with the participation of the Kingdom of Saudi Arabia. His Excellency affirmed Sudan's keenness to work with President Trump, his Secretary of State, and his Special Envoy for Peace in Sudan, in order to achieve this undoubtedly noble goal.”
Burhan's statement confirms his complete satisfaction with America managing the Sudanese crisis, a task that has essentially been in its hands since the beginning of the war. The question that requires a clear and explicit answer is: Is America truly serious about achieving peace and ending the war in Sudan? Furthermore, as Muslims, is it permissible, according to Islamic law, for a non-Muslim, colonial power to manage our affairs in the first place?
To answer these two questions, we will first address the first part, clarifying whether America is genuinely committed to resolving the crisis, achieving peace, and ending the war through this conference. Then, we will answer the second question with Islamic legal evidence.
It is well known that this war was instigated by America to thwart the so-called Framework Agreement, which would have transferred power to civilians—Britain's men in Sudan—and ended the control of the American-backed military. Therefore, since the outbreak of war on 15/4/2023, American officials have stated that this war will not end with a military victory for either side. Despite the fact that the Rapid Support Forces (RSF) initially lacked the capabilities to confront the army, they imposed ceasefires at the Jeddah Platform, which began less than a week after the war started. This allowed them to rearm through the UAE, with a green light from the United States. The US prevented Europe, particularly Britain, from intervening in the conflict and maintained control over it. It manages the conflict to serve its own interests, even using some of its civilian agents to play certain roles, as well as the African Union. It also utilized the United Nations by holding several Security Council sessions on Sudan, without issuing any serious resolution to end the war.
America continued to claim its inability to resolve the crisis until the RSF were able to seize control of the entire Darfur region and large areas of West and North Kordofan, when they began operating through what is called the Quartet (Quad), which included the UAE, Egypt, and Saudi Arabia.
To buy more time, the military was instructed to reject the Quad, then to accuse Masaad Boulos of being biased towards the Rapid Support Forces, followed by claims that the government would not accept the Quad as long as the UAE was involved. Then came the charade of the Saudi Crown Prince, who asked Trump to intervene to resolve the crisis in Sudan, culminating in Burhan's recent visit to Saudi Arabia.
These statements, which we mentioned at the beginning of this conference, and during that period, Burhan secretly met with Masaad Boulos in Switzerland, then in Egypt, and finally in Saudi Arabia, without disclosing what transpired in these meetings. This confirms that America is effectively in control of the file, not to achieve peace or stop the war, but to separate Darfur from Sudan, having already established a Libyan-style scenario with one government in Darfur and another in the rest of Sudan.
In this atmosphere, despite statements from military leaders that they are determined to liberate all of Kordofan and Darfur, there is no serious military action on the ground. This is because, as we mentioned, America does not want the army to achieve a military victory over the Rapid Support Forces (RSF). Therefore, it repeatedly states that there is no military solution to the conflict in Sudan. The most recent statement on this matter was in June 2025, when US State Department spokesperson Tammy Bruce said in a press briefing: "The conflict in Sudan cannot be ended militarily." Furthermore, America, which equates the army with the RSF, has taken no action against the crimes and atrocities committed by the RSF, including the killing of innocent civilians, violation of honour, looting of property and money, and destruction of infrastructure. This is because the RSF is the instrument through which America will separate Darfur. Moreover, America is the one that separated South Sudan in the name of a so-called peace, as admitted by leaders of the former regime. Its current talk about Sudanese unity and peace is nothing but a smokescreen to achieve its goals in this war.
This narrative, among others, proves to us that America is not keen on peace in Sudan and stopping the war.
As for the answer to the second part of the question, it is not permissible according to Islamic law to establish relations with them, let alone surrender our sovereignty to them by allowing them to manage the crisis in our country. Allah (swt) tells us not to give the disbelievers authority over us. He, Azza Wa Jal (the Exalted) says:
[وَلَن يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلاً] “And Allah will never grant the disbelievers a way over the believers” [An-Nisa:141]. Furthermore, America, being a Kaffir nation, cannot bring any good, as Allah (swt) says:
[مَا يَوَدُّ الَّذِينَ كَفَرُوا مِنْ أَهْلِ الْكِتَابِ وَلَا الْمُشْرِكِينَ أَنْ يُنَزَّلَ عَلَيْكُمْ مِنْ خَيْرٍ مِنْ رَبِّكُمْ وَاللَّهُ يَخْتَصُّ بِرَحْمَتِهِ مَنْ يَشَاءُ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ]
“The disbelievers from the People of the Book and the polytheists would not want you to receive any blessing from your Lord, but Allah selects whoever He wills for His mercy. And Allah is the Lord of infinite bounty” [Al-Baqarah:105]. How can good come from someone who does not wish us good from our Lord?! Furthermore, America is an enemy, not a friend, Allah (swt) says:
[إِنَّ الْكَافِرِينَ كَانُوا لَكُمْ عَدُواً مُبِيناً] “Indeed, the disbelievers are your sworn enemies” [An-Nisa: 101]. Therefore, the legal ruling is that America is an enemy and belligerent state, and it is the one that killed our brothers in Iraq, Afghanistan, and lately in Gaza.
Article 189 of the Draft Constitution of the Khilafah (Caliphate) State states the following:
“3-States with whom we do not have treaties, and the actual imperial states, such as Britain, America and France, and those states that have designs on the State, such as Russia are legally considered belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them. Their subjects may enter the Islamic State, but only with a passport and a visa specific to every individual, and for every visit, unless they become particularly belligerent.
4- States that are actually belligerent states such as Israel, for example a state of war must be taken as the basis for all dealings with them. They must be dealt with as if a real war existed between us, irrespective of whether an armistice exists between us or not. And all their subjects are prevented from entering the State.”
The radical solution to the Ummah’s problems lies in establishing a state that establishes justice and protects the country from fragmentation and division, a state that cuts off the hand of the kaffir colonizer who is tampering with our country, coveting our wealth, and destroying our identity. It is the Islamic state that the Prophet of Islam commanded: the Khilafah Rashidah (Rightly Guided Caliphate) on the method of the Prophethood.
