Speech of the Official Spokesman of Hizb ut Tahrir / Wilayah Sudan in the Press Conference under the Title:
“Berlin Conference... Is There Anything New?!”

All praise is for Allah and prayers and peace be upon the Prophet of guidance and upon his family and his companions and whoever allies him.

Honorable brothers, Assalamu Alaikum wa Rahmatahu wa Barakatahu,

The Berlin Conference on Sudan was held in the German capital Berlin on Wednesday, 15 April 2026, which was organized by the German Ministry of Foreign Affairs with wide participation from the European Union, African Union, Arab League, United Nations, United States, Britain, France, and international organizations and civil political forces, and others.

It was mentioned in the final statement that the international donors announced the providing of approximately 1.5 billion euros, half of it from the European Union and its member states, for responding to the humanitarian needs, and for the neighboring countries of Sudan, which still receive large numbers of asylum seekers.

The statement also announced support for the efforts of the quintet mechanism led by the African Union to find a solution to the conflict, and to alleviate the suffering, and the final statement condemned the war against civilians, and also pointed to a meeting held by representatives of the Sudanese civil forces in Berlin, upon invitation from the quintet group led by the African Union to discuss launching an internal political dialogue, which can begin after reaching a permanent ceasefire.

The organizers of the conference considered that this civil track represents an essential step towards a comprehensive political transition.

Before the launch of the conference in Berlin, the Sudanese Ministry of Foreign Affairs issued a statement in which it said that the holding of the conference came without coordination and consultation with the government of Khartoum, warning against dealing with the military groups. It added that the Berlin Conference reflects the approach of colonial guardianship which some Western states still practice and try through it to impose their agenda and their vision upon the states and the free peoples. As if the intervention of the other pole of colonialism America is not also considered an intervention and an imposition of Western guardianship!!

So what is the difference between Europe and America if there is not in the matter a matter?!

Supporters of the government and the army also organized protests in front of the German Ministry of Foreign Affairs in protests to the conference.

This conference was not the first conference sponsored by the European states and with them Britain, and it was not strange its exclusion of the two sides the conflict; the government, and the Rapid Support Forces (RSF), for these states have become accustomed to holding such conferences without the participation of the government, or the RSF, and always they are held on the anniversary of the outbreak of the war on April 15.

For the first conference was held in Paris on 15th April 2024, where the participants focused on the necessity of stopping the war in Sudan immediately, and pressure upon the two sides the conflict in order to reach a peace that leads to handing over the authority to the civilians, and the donors spoke about humanitarian support of approximately one billion euros, then it was in the year after it, specifically on 15 April 2025 another conference in the British capital London, where the conferees did not agree on a final statement, so Britain sufficed with issuing a general statement representing the sponsors of the conference in which it mentioned the pivotal role of the Sudanese civilians, especially women, and youth, and civil society, in any efforts to resolve the conflict, and to shape the future of Sudan. And America was absent from this conference, and some of its agents in the African Union, Arab League, Egypt, Saudi Arabia and others participated in it.

Indeed the observer of what is happening in Sudan since the fall of the regime of Omar al-Bashir until the outbreak of the war between the RSF and between the army, and during it, sees clearly the reality of the international conflict in Sudan between America through its men from the leaders of the military, and between Europe especially Britain, through their men from the civil political forces, except that America was able through the war between the army and the RSF, to remove the men of Europe and Britain from the political scene, and it held the threads of the conflict completely and prevented any party from intervening in resolving the conflict except through it only, or through its regional tools; from organizations or states, and it did not give others the right to intervene in resolving the conflict, therefore the attempts of the men of Europe and Britain were through the gate of talking about the humanitarian catastrophe, and about protecting civilians, and delivering relief to the affected, because this is the only door which America allowed, and even this door it enters into it through its men in the regional organizations, and the subordinate neighboring states to it to fail all the plans of the other side from penetrating to intervene in the ongoing conflict in Sudan, and their attempts were also to enter and influence the Sudanese scene through exploiting the crimes of genocide and crimes against humanity which were committed by the RSF, but the cunning of America thwarted these attempts.

If we scrutinize all these conferences which were held by the Europeans we find them striking on the string of the humanitarian catastrophe only.

The politically aware knows that Europe is not a charitable association, nor is it in reality keen on the people of Sudan and what befalls them due to this futile war, rather the intent is to take the authority from the military; and they are the men of America, and give it to their men from the civil forces, and we find that clearly in all their final statements! In the Paris Conference they mentioned pressure upon the two sides the conflict in order to reach a peace that leads to handing over the authority to the civilians. And in the London Conference they said, agreement was reached on the pivotal role of the Sudanese civilians to the end. In the last Berlin Conference, they said that this civil track represents an essential step towards a comprehensive political transition.

Indeed we in Hizb ut Tahrir / Wilayah Sudan, have clarified and we still clarify the reality of this international conflict in Sudan, between America through the leaders of the military from one side, and between Europe especially Britain through the civilians from another side, and that the two sides do not care about what befalls the people of killing and displacement and displacement and asylum, rather they trade in the blood of the people of Sudan and their honors for the sake of achieving their conspiracies in our country. Furthermore, the most dangerous in the matter is that America, in particular, seeks to fragment Sudan by separating Darfur, after it succeeded in separating South Sudan.

Upon the people of Sudan is to be aware of these malicious conspiracies, and to know that every talk about solving their problems through the kafir (disbelieving) disbelieving colonizer the old or the disbelieving colonizer the new, is nothing but political suicide!!

So the duty upon us is to uproot the influence of the kafir colonizer from our country, so that we prevent the division of Sudan and its fragmentation, and that will not be except through a principled state established upon the basis of the creed of Islam the great; the Khilafah Rashidah (rightly guided Caliphate) State upon the method of the Prophethood, it gathers the people and unites them upon the basis of the rulings of Islam and cuts the hands of the conspirators against our country and their agents in the inside, and that requires the organization of all the aware of the seriousness of the matter; from the people of strength and power and the politicians and the media and the leaders of the society, their organization all in a process of radical comprehensive change that delivers Islam pure and clear to the seat of judgment, so Islam is the only guarantee for the liberation of the Ummah which signals the liberation of the world from the servitude of unjust capitalism, and for the like of this let the workers work.
