Speech of the Official Spokesman of Hizb ut Tahrir in Wilayah Sudan at the Press Conference:
“Boulos’s Booby-Trapped Paper and America’s Suspicious Role in Sudan”

All praise is due to Allah, Lord of the worlds. May peace and blessings be upon the best one who governed people according to the laws of the Lord of the worlds, our master, our beloved, and our great leader Muhammad ibn Abdullah (saw), and upon his family, his Sahabah, and those who followed his path until the Day of Judgment.

Dear brothers inside the hall, and those following through the live broadcast,

Assalamu Alaikum wa Rahmatullahi wa Barakatuh.

The title of our conference is: “Boulos’s Booby-Trapped Paper and America’s Suspicious Role in Sudan.”

On 25 June 2026, Sudanese Foreign Minister Muhyi al-Din Salim handed the government’s official response to the provisions of the American ceasefire proposal to the U.S. Special Adviser for African and Arab Affairs, Massad Boulos.

From that date until today, neither the contents of Boulos’s paper nor the contents of the government’s response have been disclosed. People have remained occupied throughout this period with the contents of the paper and the response to it.

Here at this conference, we will not discuss the provisions of the American paper or the response to it. Rather, we will examine America’s suspicious role in Sudan, and whether America is genuinely serious about solving Sudan’s problem, or whether it is managing it for its own interests.

Before answering this question, it is necessary to examine the reality of America, so that we may answer with awareness and understanding of its true situation.

First: America’s enormous military, political, and economic capabilities have enabled it to interfere in all the countries that exist in our world today. It seeks to practice a policy of domination over all countries without exception.

Second: America has a role in all the problems that exist in the world today. It is the one that creates areas of tension in troubled regions, and even its allies have not been spared from its harm. Its attempts to annex Canada and the island of Greenland are clear evidence of this.

Furthermore, it is the one that has supported and continues to support the Jewish entity in the war of extermination it is carrying out in Gaza. It is also the one that launched war against Iran under the pretext of preventing it from possessing nuclear weapons.

The entire world knows that America is the only country that has used nuclear weapons against Japan in Hiroshima and Nagasaki. It is also the country that used internationally prohibited weapons against Muslims in Iraq and Afghanistan, and many other examples besides.

Third: America creates crises, stirs up problems, and generates tensions, and then afterward manages these crises and seeks solutions for them. It does all of this as part of its strategy to dominate the world.

This is the reality of America. So what does America want from Sudan?

1. Sudan is a country of the Muslims, rich in resources, and its people love Islam. America and all the colonial Western disbelieving states fear the return of Islamic rule; therefore, they all strive by every possible means to prevent this from happening.

2. America is the one that ignited the war in Sudan in order to consolidate its influence and the influence of its agents, and to eliminate European influence, especially British influence.

3. America wants to divide Sudan and fragment it into weak and fragile statelets that can easily be controlled, absorbed, and exploited, in order to seize and plunder Sudan’s vast resources. Through its agents, America previously succeeded in separating South Sudan, and through this futile war it seeks to detach Darfur. Former President Omar al-Bashir acknowledged America’s role in the separation of South Sudan and its efforts to divide Sudan during a televised interview with the Russian channel Sputnik in 2017. He stated: “The separation of South Sudan occurred through direct pressure and conspiracy by the American administration.” He also confirmed that Washington used the issues of South Sudan and Darfur, in addition to imposing strict sanctions, to implement a strategic plan aimed at dividing Sudan into five countries. In the same context, Sudan’s Foreign Minister during al-Bashir’s era, Ibrahim Ghandour, stated: “The separation of the South was, fundamentally, a conspiracy, but we accepted it.”

This is the reality of what America wants, and the reality of our rulers who submit to its conspiratorial policies against Sudan.

Is there any rational person who believes that America wants good for Sudan?!

America adopts the capitalist ideology, which is based upon colonialism and draining the wealth and resources of others. The fact that this state stands at the head of the world, without another balancing power competing with it for global leadership, causes the world to remain in continuous hardship, with problems and crises constantly following one another.

The observable reality of America’s corruption, its corruption of the world, and its creation of continuous crises confirms this.

The suffering and misery of the world caused by capitalist states—especially America—will not disappear except through the establishment of the Khilafah (Caliphate) State, which implements the true principle: the great Islam that Allah revealed to His Messenger (saw) as a mercy to all the worlds.

At that point, the justice of Islam will reveal the ugliness of capitalism in its materialistic ideology and colonial methods. Likewise, the righteous strength of Islam will put an end to America’s tyranny and arrogance, forcing it to return to isolation within its own homeland—if it even has a homeland left.

Then goodness will spread throughout the world, and humanity will breathe a sigh of relief after suffering for a long time from misery and hardship. The earth will shine with the light of its Lord, and the Islamic Ummah will regain its leadership and guidance of the world, as the best nation brought forth for humankind.
