In an interview with the Egyptian newspaper “Shorouk”, published on Sunday, September 13, 2026, Lieutenant General Yasser Al-Atta—Assistant to the Commander-in-Chief of the Sudanese Armed Forces and Chief of General Staff—was asked the following question: “In light of current developments on the political scene—most notably the national dialogue—what is the future of the military establishment?” In his response, Lieutenant General Yasser stated: “... There is a faction within the army leadership that holds the view that, during the first term, the Commander-in-Chief should serve as Head of State while the winning parties govern the executive branch; then, for the subsequent term, the Commander-in-Chief would retire from service and run in the elections. However, my own view is that the Commander-in-Chief—regardless of who holds the position—should serve as Head of State, while parliamentary elections lead to the formation of an executive government that possesses full authority to manage the state's executive apparatus.”
Through this response—and others given to Shorouk Newspaper—Lieutenant General Al-Atta confirms that they remain trapped within the framework devised by the disbelieving colonialist regarding how the country should be governed. He has offered nothing new. Since the departure of the British colonialist armies to the present day, Sudan has been governed by the democratic-capitalist system in its two variants: civilian democracy and military rule. The conflict between these two forms of secularism—civilian and military—is merely a reflection of the international struggle over our country. Like all Muslim lands, Sudan is a "functional state"—one created by the colonialist to serve as a political, economic, and military subordinate. Consequently, none of these states have achieved true revival, nor has Sudan, despite the existence of the very foundations for such a revival within the Ummah’s Aqeedah (creed): the creed of great Islam! Although we are Muslims—believing in Allah as our Lord and Islam as our Deen—in the practical realms of governance and politics, we implement the creed of the disbelieving colonialists: the doctrine of separating religion from life, and by extension, separating it from governance and politics.
Islam has defined the system of governance and the method of selecting the ruler, and has outlined the systems governing political, economic, and social life—among others—through Sharia rulings that are as clear as the midday sun. The system of governance in Islam was defined by the Beloved (saw) as a Khilafah Rashidah (rightly guided Caliphate) following the methodology of the Prophethood; for he (saw) said: «كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمُ الأَنْبِيَاءُ، كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ، وَإِنَّهُ لَا نَبِيَّ بَعْدِي، وَسَتَكُونُ خُلَفَاءُ فَتَكْثُرُ» “Banu Isra'eel were ruled over by the Prophets. When one Prophet died, another succeeded him; but after me there is no prophet and there will be caliphs and they will be quite large in number.” They said, "What do you command us to do?" He said: «فُوا بِبَيْعَةِ الأَوَّلِ فَالأَوَّلِ، وَأَعْطُوهُمْ حَقَّهُمْ؛ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ»The one to whom allegiance is sworn first has a supremacy over the others. Concede to them their due rights (i.e. obey them). Allah (Himself) will question them about the subjects whom He had entrusted to them. And he (saw) said: «فَإِنَّهُ مَنْ يَعِشْ مِنْكُمْ بَعْدِي فَسَيَرَى اخْتِلَافًا كَثِيرًا، فَعَلَيْكُمْ بِسُنَّتِي وَسُنَّةِ الْخُلَفَاءِ الرَّاشِدِينَ الْمَهْدِيِّينَ، فَتَمَسَّكُوا بِهَا وَعَضُّوا عَلَيْهَا بِالنَّوَاجِذِ، وَإِيَّاكُمْ وَمُحْدَثَاتِ الْأُمُورِ، فَإِنَّ كُلَّ مُحْدَثَةٍ بِدْعَةٌ وَكُلَّ بِدْعَةٍ ضَلَالَةٌ»"For whoever among you lives after me will see much disagreement; so you must adhere to my Sunnah and the Sunnah of the Rightly-Guided Caliphs—hold fast to it and cling to it firmly with your molar teeth. And beware of newly invented matters, for every newly invented matter is an innovation, and every innovation is a deviation." It is the Ummah that chooses those who will govern it according to the Book of Allah—Glory be to Him—and the Sunnah of His Messenger (saw), through a Shari’ bayah (legitimate pledge of allegiance). The Prophet (saw) says: «مَنْ بَايَعَ إِمَاماً فَأَعْطَاهُ صَفْقَةََ يَدِهِ وَثَمَرَةَ قَلْبِهِ، فَلْيُطِعْهُ مَا استَطاعَ، فَإِنْ جَاءَ آخَرُ يُنَازِعُهُ فَاضْرِبُوا عُنُقَ الآخَرِ»“If anyone swears allegiance to an imam, giving him his hand in ratification and sincere agreement in his heart, he must obey him if he can. Then if another comes and contends with him, cut off that other one’s head.”
What is required is not a Sudanese or "national" dialogue that merely reinstates the invalid, man-made Western systems—systems that have bequeathed us humiliation, disgrace, and abject subservience to the disbelieving, colonialist West. Rather, what is required of you, General, is to grant nusrah (material support) to Hizb ut Tahrir. The Hizb has prepared a draft constitution for the Khilafah (Caliphate) state, comprising 191 articles derived from the Book of Allah (swt), the Sunnah of His Messenger (saw), and the guidance provided by the Ijmaa’ as-Sahabah (Consensus of the Companions) and the Qiyaas (Shari'ah analogy). Furthermore, the Hizb has prepared statesmen capable of uplifting the Ummah, governing its affairs according to the upright Shari'ah of Allah, and eradicating the influence of the disbelieving colonialists from our lands and across the entire globe.
This is what saves Sudan from collapse—indeed, what saves the entire world from the darkness of capitalism and its ruthless regimes.
[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللَّهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ]
“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life. And know that Allah stands between a person and their heart, and that to Him you will all be gathered” [Al-Anfal 8:24].
