Unity of the Ummah and the State is a Vital Issue

The vital issue is one where a life-or-death decision is made. The vital issue is a matter of life or death. The Noble Quran affirms that the Ummah of Islam is one Ummah, distinct from all others. Allah (swt) says,

[وَإِنَّ هَذِهِ أُمَّتُكُمْ أُمَّةً وَاحِدَةً وَأَنَا رَبُّكُمْ فَاتَّقُونِ]

“And indeed, this, your Ummah, is one Ummah, and I am your Lord, so fear Me" [TMQ Surah Al-Mu'minoon: 52]. Islam forbids the division and fragmentation of this Ummah, making its unity and the unity of its state a matter of destiny, requiring only one course of action: life or death. The Prophet Muhammad (saw) said, as narrated by Muslim,«فَمَنْ أَرَادَ أَنْ يُفَرِّقَ أَمْرَ هَذِهِ الْأُمَّةِ وَهِيَ جَمِيعٌ، فَاضْرِبُوهُ بِالسَّيْفِ كَائِناً مَنْ كَانَ»“Whoever seeks to divide this community while it is unified, strike him with the sword, whoever he may be.”

When this vital issue of unity was relegated from its proper place, the disbelievers, led by America, and aided by some Muslims, were able to tear Sudan apart and separate its south. The Muslims remained silent about this grave sin, just as they remained silent about the destruction of Gaza and the annihilation of its people during these times of narrowness. They remained silent about the fall of El Fasher after months of unjust siege, bombardment, and killing. Just as they had remained silent before about the destruction of the Khilafah (Caliphate), the invasion of Iraq and Afghanistan, the fragmentation of Kashmir, the loss of Chechnya, Bosnia and Herzegovina, Burma, and East Turkestan, as well as the rape of Muslim women. The Ummah was shrouded in negligence and inaction, and these crimes passed before its very eyes and ears.

Having completed the secession of South Sudan, America is now returning to implement the same plan to carve up Darfur, through what it calls the plan of “Blood Borders.” This plan was published on 1 June 2006, along with a new map of the Middle East published by the specialized American military journal, Armed Forces Journal. The map, drawn up by Ralph Peters, a retired United States Army lieutenant colonel, divides the region into “Sunni,” "Shia," and "Kurdish" states, in addition to what he calls an "Islamic Sacred State" encompassing two Sacred Masajid, independent of Saudi Arabia, a Greater Lebanon, a Jordan with southward expansion, and other smaller entities. This study is a development of the partition project which was devised by Bernard Lewis, and which has been dubbed “the Lewis Doctrine” and a “new Sykes-Picot agreement” since the 1980s, a secular, democratic nationalist order that was discussed in his Henry M. Jackson Memorial Lecture of 11 March 1992, with the title, “Rethinking the Middle East.”

America, which orchestrated the secession of South Sudan under the guise of a purported peace agreement, using the hands of rulers and rebels, with the blessing of politicians, some media figures, and the silence of religious ulema, is now attempting, after setting the stage in Darfur—which is controlled by the Rapid Support Forces—to separate it from Sudan. The separatists now occupy all of Darfur and have established their so-called state by declaring a parallel government in Nyala, the capital of South Darfur State. Because America is seeking a three-month truce, which will extend to nine months, in order to enable the Rapid Support Forces to organize their ranks and build a state, according to the roadmap that the Burhan government presented to the United Nations through Ambassador Al-Harith Idris, the Sudanese representative to the United Nations, to its Secretary-General António Guterres on 10/3/2025 and on which the Quad countries based their statement at their meeting in Washington, led by America, on 12/9/2025 . This is confirmed by the statements of Massad Boulos, Trump’s envoy for African affairs, which he always repeats, the latest of which was what came with him in an interview with Al Jazeera channel on 15/11/2025 , “Washington has put forward an initiative for a humanitarian truce of 3 months in Sudan, with the support of the Quad partners.” He explained that the initiative aims to reach the implementation of the detailed roadmap that the Quad on September 12 of last year to reach lasting peace in Sudan.

How can the Muslim people of Sudan allow America to do this in their country, to fight their Deen, plunder their wealth, and tear their country apart?! Where are the wise and prudent people of the country? Where are those who fast and perform Salah at night, and who enjoin what is right and forbid what is wrong?! Where are the loyal officers in the armed forces, who pledged to Allah (swt) to protect Deen, land, and honor?! Where are the honorable ulema, the heirs of the Prophets (as)?! Where are the honorable people of Sudan, men and women, old and young, the descendants of those who stood up to the British, defeated them soundly, and killed their leader on January 26, 1885, Major General Charles George Gordon, the son of an officer in the army of Britain, the leading state at that time. His father was also major general in the British Army, whilst he himself received his education at the Fullands School in Taunton, Taunton School, and the Royal Military Academy, Woolwich. His killing was a remarkable incident in the history of Britain at that time. These men liberated Khartoum from the English colonialist, broke his power, and put an end to the general who had killed people to expand the English colonies. This hurt the British and made them think again about occupying Sudan.

The radical solution is to establish the Islamic state, the state of the aqeedah and Shariah, the Khilafah Rashidah (Rightly Guided Caliphate) on the Method of Prophethood. It alone preserves the Ummah, defends its unity, and establishes the Shariah Law of its Lord. It is one of the most obligatory Shariah obligations today, so that we may fulfill the saying of the Prophet (saw) as narrated by Muslim on the authority of Arfajah, «مَنْ أَتَاكُمْ وَأَمْرُكُمْ جَمِيعٌ علَى رَجُلٍ وَاحِدٍ، يُرِيدُ أَنْ يَشُقَّ عَصَاكُمْ، أَوْ يُفَرِّقَ جَمَاعَتَكُمْ، فَاقْتُلُوهُ» “Whoever comes to you while you are united under one man, intending to divide your ranks or separate your jamaah (community), then kill him.”

We seek to fulfill the promise of Allah (swt) of succession in authority (istikhlaaf) on earth and the establishment (tamkeen) of the Deen, and the replacement of fear with security. Allah (swt) is our Lord, our God, and our Creator, and His promise is true, and Allah (swt) does not break His promise,

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْناً]

“Allah (swt) has promised those of you who believe and do righteous deeds that He will surely grant them succession in authority in the land, just as He granted it to those before them, and that He will surely establish for them their Deen which He has chosen for them, and that He will surely replace their fear with security” [TMQ Surah An-Nur: 55]. The opportunity is still available to thwart the American enemy’s plan today, and to foil this scheme, which will not stop except through the Sudanese people’s reliance (tawakkul) upon Allah (swt) and their seeking nasr (victory) from Him. This is due to their Iman and their understanding of the Shariah obligation of the unity of the Ummah and the unity of the state, and the prohibition of dividing the Ummah and tearing the country apart, and that it is a vital issue for which lives and souls are sacrificed.

Allah (swt) said,

[يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئاً وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ]

“They worship Me and do not associate anything with Me. And whoever disbelieves after that - then it is those who are the defiantly disobedient” [TMQ Surah An-Nur: 55].

O Muslims of Sudan: Do we trust in the promise of Allah (swt) and the glad tidings of our beloved Muhammad (saw) who said, «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will be a Khilafah (Caliphate) on the Method of Prophethood,” or do we submit to America and submit to its agents and their plans?

We in Hizb ut Tahrir have chosen to be with Allah Almighty, supporting Him, believing in Him, and fulfilling the glad tidings of His Messenger (saw) by establishing the Islamic State, the Khilafah Rashidah (Rightly Guided Caliphate) on the Method of Prophethood. So come with us, for Allah (swt) will undoubtedly support us. Allah (swt) says,

[يَا أَيُّهَا الَّذِينَ آمَنُوا إِن تَنصُرُوا اللَّهَ يَنصُرْكُمْ وَيُثَبِّتْ أَقْدَامَكُمْ]

“O you who have believed, if you support Allah, He will support you and make your feet firm” [TMQ Surah Muhammad: 7].
