A bomb attack took place on Taksim Istiklal Street in Istanbul on November 13, killing 6 people and seriously injuring 81 people, 2 of whom were seriously injured. Qatar is a Secular Country and Will Not Ban Alcohol in its World Cup

The Fédération Internationale de Football Association (FIFA) announced that alcoholic beverages will not be sold in the eight stadiums that will host the 2022 World Cup matches in Qatar.
Alcoholic beverages were to be served “in designated areas within the stadiums,” although their sale is strictly controlled in the Muslim Gulf state.

I would like you to clarify the rulings for combining in the winter, and what is the rule for combining? Is cold (weather) without strong winds an excuse that allows combining the prayer?
