Ballot Boxes in the Corrupt System Are the Greatest Deception for Change
(Translated)

Since America's occupation in 2003 until now, Iraq has been drowning in problems, and its condition goes from bad to worse. All of that is the result of the political map that the American occupier formulated and imposed. It was the one that laid the basic foundations of the system and drew the political map of the country, deceiving the Iraqi public into believing that the remedy for the problems generated by this system is the ballot boxes.

Therefore, it is no surprise that the American envoy to Iraq, Mark Savaya, congratulated the Iraqis on the success of the parliamentary elections, affirming “that the Iraqi people have once again demonstrated their commitment to freedom, the rule of law, and strong state institutions”! And thus the Iraqis fell into the trap of deception and continued changing some faces without paying attention to the root of the disease and the origin of the affliction that caused all these problems. Therefore, the situation worsened, and the people of Iraq remained in the ship of wandering, tossed by the waves of confusion and anxiety.

After more than 22 years, and after the completion of voting for the sixth electoral round on Tuesday, 11/11/2025, we still witness the majority of the people of Iraq being stung from the same hole again and again. Despite their despair from all the parties and political blocs that have stolen the country and humiliated the servants, they still go to the same hole and are stung by it once more, driven along sectarian, ethnic, and tribal lines, only to return afterwards cursing the hour they went to elections!

O people of Iraq: We have clarified repeatedly, in every cycle and before it and after it, that your problems are caused by the corrupt system, and that their solution cannot come from within it. We have explained further that this action—running for office and voting—is forbidden, because the Council of Representatives is a legislative council, and thus it is a taghut that legislates without Allah. This is the very taghut that Allah Almighty commanded us to disbelieve in. Then after every failed cycle you claim that you are regretful and that you wanted nothing but reform. And Allah Almighty answers you with His words:

[أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُواْ بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُواْ إِلَى الطَّاغُوتِ وَقَدْ أُمِرُواْ أَن يَكْفُرُواْ بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلاَلاً بَعِيداً * وَإِذَا قِيلَ لَهُمْ تَعَالَوْاْ إِلَى مَا أَنزَلَ اللّهُ وَإِلَى الرَّسُولِ رَأَيْتَ الْمُنَافِقِينَ يَصُدُّونَ عَنكَ صُدُوداً * فَكَيْفَ إِذَا أَصَابَتْهُم مُّصِيبَةٌ بِمَا قَدَّمَتْ أَيْدِيهِمْ ثُمَّ جَآؤُوكَ يَحْلِفُونَ بِاللّهِ إِنْ أَرَدْنَا إِلاَّ إِحْسَاناً وَتَوْفِيقاً * أُولَـئِكَ الَّذِينَ يَعْلَمُ اللّهُ مَا فِي قُلُوبِهِمْ فَأَعْرِضْ عَنْهُمْ وَعِظْهُمْ وَقُل لَّهُمْ فِي أَنفُسِهِمْ قَوْلاً بَلِيغاً]

“Have you not seen those who claim to have believed in what was revealed to you, [O Muhammad], and what was revealed before you? They wish to refer legislation to Taghut, while they were commanded to reject it; and Satan wishes to lead them far astray. * And when it is said to them, ‘Come to what Allah has revealed and to the Messenger,’ you see the hypocrites turning away from you in aversion. * So how will it be when disaster strikes them because of what their hands have put forth and then they come to you swearing by Allah, ‘We intended nothing but good conduct and accommodation.’ * Those are the ones of whom Allah knows what is in their hearts, so turn away from them but admonish them and speak to them a far-reaching word.” [An-Nisa:60–63].

And it must not be said here that there is no choice but to elect those whom we see as righteous so that the corrupt ones do not monopolize power. No, this must not be said; for it is a fallacy far removed from reality. Choosing a righteous person within a corrupt system corrupts the person rather than reforming the system. And what righteousness is this, when one runs for a council that opposes Allah and His Messenger by legislating without Allah and submits to a constitution of kufr imposed by the American occupier?!

O People of Iraq in general, and O People of Power and Influence in particular: The effective remedy and the legitimate solution is the serious work to uproot this corrupt system and establish the Shariah of Allah in the State of the Khilafah (Caliphate) on the method of the Prophethood. So gather your resolve and stand with the sincere among your Ummah who work to resume the Islamic way of life. To this great good Hizb ut Tahrir calls you, so that you may remove humiliation from your necks and return as the best Ummah, just as your righteous predecessors were.

[هَٰذَا بَلَاغٌ لِّلنَّاسِ وَلِيُنذَرُوا بِهِ وَلِيَعْلَمُوا أَنَّمَا هُوَ إِلَٰهٌ وَاحِدٌ وَلِيَذَّكَّرَ أُولُو الْأَلْبَابِ]

“This is a message for the people, that they may be warned thereby and that they may know that He is but one God and that those of understanding will be reminded.” [Ibrahim:52]
