Working to establish the Khilafah (Caliphate) is not merely a political affair. It is an act of worship through which we draw closer to Allah (swt), for it is a resumption of the Islamic way of life, and a fulfillment of the promise of Allah (swt) of succession (istikhlaaf) and empowerment (tamkeen) for those who believe and do righteous deeds. Ramadan is a month in which good deeds are multiplied and supplicated Dua are answered; let it be a month of renewing our covenant with Allah (swt) to support His Deen, work to establish His ruling governance, and strive for the unity of the Ummah under the banner of “There is no god but Allah (swt), Muhammad is the Messenger of Allah (saw).”

The Blessed Month of Ramadan, the Month of Nasr and Clear Victory
In the month of Sha’ban of the second year after the Hijra, Allah (swt) made fasting the month of Ramadan obligatory. It is the month in which Allah (swt) in revealed the Quran:
[شَهْرُ رَمَضَانَ الَّذِي أُنْزِلَ فِيهِ الْقُرْآنُ هُدًى لِلنَّاسِ وَبَيِّنَاتٍ مِنَ الْهُدَى وَالْفُرْقَانِ]
“The month of Ramadan [is that] in which was revealed the Quran, a guidance for the people and clear proofs of guidance and criterion” [Al-Baqara: 185]. It is the month in which Allah (swt) honored the Ummah with distinct victories and openings. As the great Battle of Badr was on the 17th of Ramadan when the polytheists of Mecca were wholly defeated... Then there were other decisive battles in this blessed month, starting with the conquest of Mecca on the 20th of Ramadan in the eighth year after the Hijra to the Battle of al-Buwayb (currently near the city of Kufa) which was the Persian Yarmouk when the Muslims were victorious under the leadership of al-Muthanna on 12th of Ramadan of the year 13 AH, then to the opening of Amuriyah led by Al-Mu’tassim on 17th of Ramadan in the year 223 AH, and to the Battle of Ayn Jaloot when the Muslims defeated the Tatars on 25th of Ramadan in the year 658 AH, to other victories in this blessed month.
So, fasting was coupled with the Noble Qur'an which cannot be afflicted by falsehood from before it or from behind it... Fasting was coupled with distinct openings and victory... Fasting was coupled with jihad... Fasting was coupled with implementation of Allah’s Laws... And anyone with clear vision and insight realizes that Allah’s Laws cannot be separated from one another, whether they are acts of worship or jihad or transactions or morals and conducts, or crimes and Hudud (punishments)... For all of these are from the same niche, and whoever contemplates the verses of the Noble Quran and the texts of the honorable Ahadeeth finds that this is explicitly clarified. Thus, Islam is an indivisible whole, and the call to it is one to be applied in the state, life and society. So, whoever separates between the ayaat of Allah (swt), and calls for the separation of the Deen from life, or the separation of the Deen from politics, he has committed a grave sin and a major crime that lead a person to the shame in this world and painful punishment in the Hereafter.
O Muslims, the fight against the Jews, their killing, and the removal of their entity must come under the leadership of a mujahid Khalifah Rashid (rightly guided Caliph) after this oppressive rule and the agent rulers. The glad tidings of the Messenger of Allah (saw) will not be delayed, Allah willing, in fulfillment of what Ahmad reported from the hadith of the Messenger of Allah (saw): «ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ. ثُمَّ سَكَتَ» “Then it will be an oppressive rule, so it will be as Allah wills it to be, then He will raise it when He wishes to raise it, then it will be a Khilafah (Caliphate) on the method of the Prophethood, then he remained silent.” And also, in confirmation of the hadith of the Messenger of Allah (saw), which was extracted by Muslim, «لَتُقَاتِلُنَّ الْيَهُودَ فَلَتَقْتُلُنَّهُمْ...»“You will fight against the Jews and you will kill them…”
In conclusion, as we must be diligent of our fast so Allah (swt) may be pleased with us and forgive our previous sins, thus we should also be diligent to work for the resumption of the Islamic way of life with the establishment of the Khilafah Rashidah (rightly guided Caliphate) so that we will be among the victors in this life with the implementation of Allah’s Laws, shaded by the banner of the Messenger of Allah (saw), the Rayat Al-Uqab, the banner of La Illaha Illah Allah Muhammad Rasoul Allah, and likewise be the victors in the Hereafter, Allah willing, those who seek refuge in His shade on the Day when there will be no shade but His shade, so that we may attain victory in both realms. Indeed, it is a great victory.

The Prime Minister of the Hindu State Visits the Jewish Entity to Strengthen their Alliance against Muslims
On February 25, 2026, Indian Prime Minister Narendra Modi visited “Israel”. Prior to that, he wrote on his X account: “I will be undertaking a State Visit to Israel today and tomorrow. Our nations share a robust and multifaceted Strategic Partnership. Ties have significantly strengthened in the last few years.”
Ar-Rayah Newspaper: These relations have been further strengthened by Modi’s declaration that India supports the Jewish entity in its aggression against Gaza, and the genocidal war it is waging against its people. India, under his leadership, is waging a similar war against Muslims, within its own borders and in Occupied Kashmir.
The Hindu State and the Jewish entity are openly declaring their aggression against Islam and Muslims, and they are occupying Muslim lands. India annexed occupied Kashmir in 2019, and the Jews are occupying Palestine. These are two Muslim lands that must return to the Abode of Islam and be governed by Islamic Shariah Law, as Muslim lands were for over thirteen centuries.

Our Salvation Will Not Come from Within the Regimes that Govern Us
Perhaps some of us wonder why, despite America’s economic crises, political divisions, and societal disintegration, it doesn’t collapse? The answer is, unfortunately, because it feeds on us. Our oil, paid for in dollars, keeps America’s currency dominant; our foreign reserves finance America’s debt; our arms deals keep its factories running; and the subservience of our rulers to America grants it legitimacy in every form.
In other words, we are the ones who keep America alive, allowing it to control us, kill us, and profit from our wealth. And if America destroys any of our countries, we are the ones who must rebuild it, if it allows us. Have we realized the depths of humiliation we have sunk to because of the filthiness of tyrants who rule us?!
One of our most pressing Shariah obligations today is to expose our rulers, indeed to overthrow them, and establish the Khilafah (Caliphate) to create a true Islamic government that declares its loyalty (walaa’) to the Ummah, not to the West, and rules by the Shariah Law of Allah (swt), not by the laws of colonialism. Allah (swt) said,
[الَّذِينَ آمَنُواْ يُقَاتِلُونَ فِي سَبِيلِ اللّهِ وَالَّذِينَ كَفَرُواْ يُقَاتِلُونَ فِي سَبِيلِ الطَّاغُوتِ فَقَاتِلُواْ أَوْلِيَاء الشَّيْطَانِ إِنَّ كَيْدَ الشَّيْطَانِ كَانَ ضَعِيفاً]
“Those who believe fight in the cause of Allah, and those who disbelieve fight in the cause of false deities. So fight against the allies of Satan. Indeed, the plot of Satan has ever been weak” [TMQ Surah An-Nisaa: 76]. It is a roadmap that divides the world into two categories, with no third option: those who fight for the Cause of Allah (swt), and those who fight for tyranny. Any regime that fights Islam, besieges its propagation, or normalizes relations with occupation is an ally of tyranny.

[تَحْسَبُهُمْ جَمِيعاً وَقُلُوبُهُمْ شَتَّى]
“You would think they are united, but their hearts are divided.” [TMQ Surah Al-Hashr: 14]
On 14 February 2026, during the Munich Security Conference, attended by all the major European powers, the US Secretary of State, Marco Rubio, stated, “For the United States and Europe, we belong together.”
Ar-Rayah Magazine: Despite the commonality between America and Europe, the Western powers are divided because they pursue disparate material interests. Ar-Rayah Newspaper: Throughout its history, Europe has been crippled by wars between its constituent states, including the two World Wars. America itself fought European colonialism to achieve independence, and now struggles fiercely to remove remaining European influence.
O Muslims: There is no expression that is better than the Speech of Allah (swt) to describe the conflict between the US and Europe. Allah (swt) said,
[بَأْسُهُمْ بَيْنَهُمْ شَدِيدٌ ۚ تَحْسَبُهُمْ جَمِيعًا وَقُلُوبُهُمْ شَتَّىٰ]
“Their enmity is great among themselves. You would think they are united, but their hearts are divided” [TMQ Surah Al-Hashr: 14]. The Shariah Qaidah (Islamic principle) is العِبرةُ بعُمومِ اللَّفظِ لا بخُصوصِ السَّبَبِ “The expression is by the generality of the wording and not by the specificity of the cause of revelation.” It is a fact that the kuffar were divided in the time of the Prophet (saw), just as it is a fact that the kuffar are divided today. Despite their shared enmity towards Islam, the Western powers are crippled by internal conflict. The issue for the Islamic Ummah is not just to know this fact, but to use it as an opportunity in order to establish the dominance of Islam. It is not enough for the Ummah to be a mere spectator as the most corrupt leaderships on the face of the earth compete over the riches of humanity, as if it were spoils of war for them. The Islamic Ummah must fulfill its Shariah obligation to become a practical actor on the world stage, leading humanity from the narrowness of Western colonialism to the justice of Islam.

The Blessed Month of Ramadan Is an Opportunity to Sharpen Resolve to Support the Great Deen of Islam
Muslims, as they watch the campaign of the disbelievers against their Deen and Ummah, must not forget that they are commanded by their Lord, the Almighty, to prepare. The Noble Quran, which is in their hands, proclaims the words of Allah (swt), the Most High,
[وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ وَآخَرِينَ مِنْ دُونِهِمْ لَا تَعْلَمُونَهُمُ اللَّهُ يَعْلَمُهُمْ وَمَا تُنْفِقُوا مِنْ شَيْءٍ فِي سَبِيلِ اللَّهِ يُوَفَّ إِلَيْكُمْ وَأَنْتُمْ لَا تُظْلَمُونَ]
“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know but whom Allah knows. And whatever you spend in the cause of Allah will be fully repaid to you, and you will not be wronged” [TMQ Surah Al-Anfal: 60]. Allah (swt) has granted us the blessing of reaching this great month, which empowers us in our disposition, and transforms our behavior from one of fear of the enemy’s threats and mobilization, to one of strength and certainty in the victory of Allah (swt), the All-Powerful, the All-Wise. If the enemy conspires to weaken our military power, Ramadan offers an opportunity to strengthen our Aqeedah and steadfastness, and to sharpen our resolve to support this great Deen.
Ramadan is the time when the Muslims’ material preparations match those of their enemy and ultimately prevail. Through piety and repentance to Allah (swt), dispositional readiness is achieved, while material readiness, by Allah’s permission and power, will be mobilized. Allah (swt) will mobilize the people of military power and prevention to support us, turning the tide against the oppressors and restoring strength to our hands, by the grace of Allah (swt). Let this month be known as the month of victories, for our history provides ample evidence that Ramadan is indeed the month of preparation, readiness, and triumph.

Islam Makes Dawah for Reconnecting the Aqeedah to Ruling Governance
When Islam established the supremacy of Islamic Shariah Law, it did not intend it as mere slogans to be chanted, but instead as a comprehensive system from which laws are derived, relationships are regulated, and by which politics, economics, social familial relations, and all other aspects of life are governed. Here, sovereignty is not a cultural choice among many, but a commitment stemming from the belief that Allah (swt) is the Most Knowledgeable of the interests of His servants, and that His Shariah Law is the most capable of guaranteeing justice and stability for them.
Islam calls for reconnecting the Aqeedah to ruling governance, ensuring that Deen is not confined to individual conduct, and that the affairs of the Ummah are not managed in isolation from its faith. It is a project based on the supremacy of Islamic Shariah Law, and the unity of the Ummah, seeing in this the foundation for escaping the cycles of turmoil, dependency, and contradiction.
This Dawah is not a call for confrontation or isolation, but instead a Dawah for a serious re-examination of the question: How do we live according to Islam? And how do we make its Shariah rulings a solution to people's problems and a genuine way of life that addresses their crises, not merely a heritage invoked on special occasions? When these questions are re-posed with awareness and honesty, the path towards a system emanating from Islam itself becomes the only option in the arena of thought and action, and is capable of giving the Ummah clarity of vision and steadfastness in direction.

A Series of Profound Political Lessons:
Establishing Deen in society requires a material force to protect it. Intellectual conviction without authority is insufficient, and nussrah (military support) is not a mere alliance of interests, but a comprehensive, ideological commitment. The work to establish an Islamic state has gone through clear stages, encompassing an intellectual Dawah, interaction with society, and simultaneously seeking nussrah from those with military power and protection, culminating in the establishment of the state.
When we connect these understandings to reality, we find that many reformist groups and projects falter, because they either confine themselves to preaching without striving to find those who will protect their thoughts, or they enter into deals that empty their project of its substance. Or they treat Deen as a tool to gain power, not as a way of life. Thus, they ask - as the Banu Amir ibn Sa’sa’ah did — about their share of power before confirming their sincerity in offering nussrahز
Therefore, understanding this stage reshapes our perspective on the issue of change: the Dawah to Islam needs a protective environ, the project needs a material force to support it, and nussrah (military) is not a slogan but a commitment whose cost is borne by those who offer it. Whoever contemplates the visiting of the Prophet(saw)to the Arab tribes realizes that the building of the state was not born of a moment, but rather the fruit of long patience, clarity of vision, and steadfastness on ideology until the sincere environ was prepared. The Ansaar (ra) said, علام نبايعك؟ “On what basis do we pledge Bayah of allegiance to you?” [Bukhari and Muslim]. When they knew the cost, it said, لا نقيلُهُ ولا نستقيلُهُ “We will not dismiss it nor will we accept its dismissal” [Ibn Hajar Al-Asqalani].

International Capitalist Institutions Are Tools of Colonialism
On February 11, 2026, the Syrian Ministry of Finance held a meeting between the Governor of the Central Bank of Syria, Abdul Qader Hasriya, and a delegation from the World Bank. The meeting focused on mechanisms to support the economy and anticipated recovery projects.
Hasriya revealed that work is underway on three major projects in cooperation with the World Bank, noting that these projects represent a fundamental pillar in the path to economic recovery and strengthening financial stability in Syria.
Ar-Rayah Newspaper: The history of the World Bank is replete with interference in the policies of borrowing countries, and its harsh conditions that harm them and their economies. It is notorious for its bias in favor of wealthy nations that control the majority of its shares, and it neglects to finance productive projects that benefit borrowing countries.
Its deliberate mismanagement leads to loans ending up in the pockets of officials, and the conditions it imposes for what it calls economic reform, such as privatization and reducing government spending, lead to poverty. Examples of its disastrous consequences include the fate of its failed projects around the world. In India, it funded dam projects, which brought no benefits other than the displacement of residents; the forest investment project in Indonesia, which destroyed the environment; energy projects in Pakistan; roads in Vietnam; agriculture in Nigeria; infrastructure loans in Argentina; a water project in Mozambique; and other countries that suffered its consequences.
The fundamental solution for the economy is what Allah (swt) has commanded us to do: the complete implementation of His Shariah Law, including the economic system, under the Khilafah (Caliphate) on the Method of Prophethood.

The US Announces That It Will Provide Consular Services in West Bank Settlements
The US Embassy in occupied Al-Quds posted on its X platform on February 24, 2026, a tweet that said that as part of efforts to reach all Americans abroad, “consular officers will be providing routine passport services in Efrat on Friday, February 27.” Efrat is a settlement built on land seized by Jews south of Bayt Lahm (Bethlehem). The embassy also stated that it will provide consular services in the settlement of Illit, near Bethlehem.
Ar-Rayah Newspaper: This move comes after the US ambassador to the Jewish entity stated on February 21, 2026, that he sees no problem with the Jewish entity taking over the entire Middle East, considering the land of the Jews to be from the Nile to the Euphrates. He said, “It would be fine if they took it all," and described it as “a land that God gave, through Abraham, to a people that he chose.”
America is deceiving Muslims by claiming it doesn't recognize the settlements, until the day it does. Then, the next step will be the occupation of other countries in the region stretching from the Nile to the Euphrates. This began with the occupation of southern Syria, whose president, Ahmed al-Sharaa, displayed humiliation and submission before it, carrying out the orders of his master, Trump.

Whoever Desires Nasr (Support) Must First Seek It Within Themselves
Steadfastness in upholding Islamic law is not a rigidity in the face of reality, but rather a vision amidst the storms. It is knowing that the path may be long, and trials may intensify, but the truth will not be lost as long as there are those on earth who uphold it sincerely. True victory does not begin the day cities are conquered or banners are raised, but rather the day a person triumphs over their fear, desires, and hesitation, and chooses to remain sincere to what they believe.
Such has been the Way of Allah (swt) with nations: if the heart is sound, the path is straight, and if the path is straight, empowerment (tamkeen) comes at the time Allah (swt) chooses, not the time people rush for.
This is not passive waiting, but rather action, patience, and unwavering certainty that guides one, step by step, until the idea becomes reality, patience becomes victory, and the promise becomes a truth witnessed by all, after a few have believed in it.
Whoever desires nasr should first seek it within themselves: in the sincerity of their intention, in the clarity of their principles, and in their conviction that the truth, even if its manifestation is delayed, will never be defeated. So, seek out the sincere and be among them. Allah (swt) said,
[وَلَيَنصُرَنَّ اللَّهُ مَن يَنصُرُهُ إِنَّ اللَّهَ لَقَوِيٌّ عَزِيزٌ * الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ]
“And Allah will surely support those who support Him. Indeed, Allah is Powerful and Exalted in Might. * Those who, if We give them power in the land, establish Salah and give Zakah and enjoin what is right and forbid what is evil. And to Allah belongs the outcome of all matters” [TMQ Surah Hajj: 40-41].
